    Writing a master-server from Scratch?

    I have seen some people modded some games. Such as battlefield 3 and battlefield 4, Modern warfare 3 modded by teknogods.

    They all made their master server from scratch as i guess. I have seen teknogods mw3 master server source which is using open-steam-works, and it was written in c++.
    Not only a master server, but also people can host their own server.
    I heard that this was mainly done by packet sniffing.
    But online games encrypt their data before the game send it to the master server, right?
    So my question, is this still a possible task? Cod mw3 is old, but bf 3 and 4 is not very old.
    If it is possible, how could someone read those encrypted data?

    Well there is a game, Warface. it's free-to-play from crytek, it doesn't have any asian server.
    so i have a high latency. i was thinking if i were to write a master-server I will be able to play with my friends LAN or something;
    since I want to play it with my friends here, that task wouldn't be an illegal, right?

    I have basic knowledge of C# and know some basics of C++.
    Where should I start anyway?
