Well, if you don't want to buy photoshop or download gimp, there are now some nice online versions.
PIXLR is one of them, quite nice and similar to photoshop

Actually it had some really nice effects. I saw another tool when looking at a zbrush ttutorial video. There is a really nice concept tool you should try:
