for better reinforcing you need timing..try to discover what's best time and do your ups every 7 secs..don't spam clicking and make sure you're not getting lag at the moment.

He's saying that server has a Timer for better reinforcing. For example: if you reinforced 12:14:03secs, next reinforce will be 12:14:10secs.
But don't think so. I think it must be in a time range. For example: from 12:40:00 to 12:40:30 a kind of set or wepaon reinforces fine, etc.
