good as you would not know, so did my Brazilian way, I thought that each PC could have a different RGB tipow then did the following:
1 - open the game and took ss at the exact moment when fishing in the blue bar appears clear
2 - open photoshop, and used the tool "eyedropper TOLL" so finding the RGB color

Ulquiorra thanks to the good people who helped me via PM, I got is the following ColorFinder using the program, you should pick the color of the progress bar moves and that is by:
if Color.Can be located on screen (RGB) ("77", "110", "176", "5")
and here
Color.Find coordinate of first occurrence (RGB) ("77", "110", "176", "5", "left", "right")
and a blue bar should
Color.Near if coordinate is within (RGB range) ("104", "128", "154", "5", "{left}", "{right}", "30"
